The Community Health Services Department is responsible for identifying and assessing community health needs, strategic health planning, the development of preventive health programs, the implementation of preventive health services and activities, and the dissemination of information to the general public through its health education efforts.  The community assessment and planning function of this department is performed by staff in concert with the Chattanooga-Hamilton County Regional Health Council. This organization is made up of area residents who represent other health institutions and organizations such as hospitals, community health centers, and support groups for various health problems, as well as persons who represent area businesses, the clergy, the school system, the insurance industry, city and county government, and the lay community.  Many of the community-based preventive health services, programs, and activities delivered under this department are managed by the Health Promotion and Wellness Section.  Included under this section of the department is an employee wellness program for employees of Hamilton County Government and their families.

The agency's Public Information Office is also housed in this department. It is responsible for managing and coordinating news media advisories, newspaper articles and health information directed to the general public.
